The Ghana Tourism Development Company (GTDC) has officially launched its Fleet Pool Management Services (FPMS), a ground-breaking initiative aimed at reshaping Ghana's tourism transportation landscape through strategic public-private partnerships.
The FPMS is designed to streamline tourism mobility by consolidating privately owned vehicles into a unified, well-managed fleet. It also seeks to build a robust driver database, deliver targeted refresher and capacity-building training, and collect essential data on travel times and service quality to improve efficiency and reliability across the sector.
At the launch event, GTDC CEO Professor Kobby Mensah underscored the importance of collaboration in delivering quality transportation services to tourists.

“GTDC doesn’t own a vehicle fleet. What we are doing is partnering with private individuals—those operating by the roadside, vehicle owners, and even resellers—to create a structured, credible pool backed by government support,” he stated.
“This initiative doesn’t replace private enterprise. Instead, it enhances it. We’re creating a platform where services can be better managed and fairly monetized, with a revenue-sharing model that benefits everyone involved.”
Professor Kobby Mensah further clarified that the FPMS is not intended to side line tour operators or private businesses, but to provide a trusted system through which their services can be amplified and integrated into the national tourism framework.
Supporting the vision, the Minister for Tourism, Arts and Culture, Hon. Abla Dzifa Gomashie, called on both local stakeholders and international partners to rally behind the initiative.
‘‘The Fleet Pool Management Service (FPMS) is designed not just as a short-term strategy, but as a model for long-term transformation. It will help support better driving standards, compliance with national regulations, and overall growth in the tourism ecosystem’’.
“We recognize that we cannot build a thriving tourism sector alone. The FPMS is not just about vehicles, it’s about structure, partnership, and vision. We are opening our doors and inviting the world to be part of Ghana’s journey to becoming Africa’s premier tourism destination,” she affirmed.
